I would like to understand what QSMC is compliant about here? I would like to setup a meeting with Dave, Collins and Jay today to discuss this. Please see below for my answer to Penny’s questions. I really believe Quanta need to have better communication with your vendor.

Penny’s question: First, Do you know QSMC factory process? It not as easy as what you thought.
Phillip’s question back to QSMC: Should a customer understand what your factory ECO process is? Is this so difficult that a customer need to understand 100% your factory ECO in order to request it. So should a customer care it is so difficult to perform an ECO or may I suggest QSMC Management should do something about this difficulty.
Penny’s question: Since this is non-consign item from Intel, as you said, do you have the right to instruct them to do something? Our vendor should be managed by ourselves, and we believe in this, but why do you step in and interfere with our normal process?
Phillip’s question back to QSMC: Did Intel did not interfere with your normal process? You told us that base on your inventory and open order, you will able to phase in by April. Intel trust your vendor management skill and inventory control skill; Intel have no idea if QSMC have open order that will deliver to QSMC before WW08 or after. We just know with the inventory and ECO that the system ECO will phase in April. Intel will not manage when is your open PO will be fulfilled and we did not interfere with your open PO, QSMC told Intel that QSMC will able to cut in around end of April, we trust you 100%, we did not give you any quantities or time for your system cut in, it is all based on QSMC’s feedback. So I don’t understand how did Intel interfere with your normal process. So are QSMC telling me that you can’t manage your open PO and requesting Intel to manage your open PO? If you can’t manage your vendor on EC, your vendor did not put you in the EC loop. Intel will not interfere to step in to interfere with your normal EC process with Delta. Intel approve this, but if QSMC has issue with Delta, Quanta should voice it, we did not interfere with your process.

Phillip,
First, Do you know QSMC factory process? It not as easy as what you thought.
Once we receive a WP from Intel about a certain change, we should stop ordering the old part immediately. As to the Open PO which can not be canceled, just let them dock QSMC to commit our RTF.
For this case, we downloaded WP3128 about PSU PCB change right after it is posted to eRoom, then I ask our buyer/MC to stop placing old PO to Delta immediately. Then I provided current status of -004 PSU and the estimated cut in date.
Due to we have about 2000pcs Open PO, the -005 PSU is expected to cut in by the end of April, and Intel have no objection of this.
Next step is to apply a new Quanta P/N for the new Rev part to avoid material mix-up, and then ask vendor to provide related documents to start the approval process. When this is done, our buyer can release PO for the new Rev part to vendor
and then vendor can kick off the new build. If this is a urgent material , we can released Q’ty first so buyer can release PO to vendor.
Everything goes well and is in process in QSMC, but your guys INFORMed Delta to change the PSU to -005 of their own decision.

You said Intel just approved the engineering change but did not request or approve the cut in date or quantities, is this true as we have Delta guys in this mail loop?
Intel approved Delta to produce -005 PSU from D/C 0808, this is not cut in date? Please advise.
